IOC Company, LLC, a heavy civil contractor, has an immediate opening for a highly skilled and experienced HR Manager with knowledge of all matters concerning Human Resources. The environment is often fast paced where priorities may change quickly. The Manager of HR provides leadership to human resource-related initiatives, including recruiting, onboarding, training, performance improvement, employee engagement, company culture, and leadership development.

Key Duties & Responsibilities:
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, and terminations.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.
  • Responsible for all workers’ compensation claims and related reports.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent. Assists in the compilation of statistical data reports as required by funding sources.
  • Responsible for coordination of new employee orientation regarding policies and reporting and documentation of policy and procedure changes.
  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Maintenance of personnel files, ensuring that required documentation is filed.
  • Manages the reporting and documentation of probationary employee evaluations and required annual staff evaluations.
  • Oversee the record retention process for terminated personnel files.
  • Directly Manage HR staff
  • Performs other duties as assigned.

Supervisory Responsibilities:
  • Recruits, interviews, hires, and trains in new staff in the department.
  • Oversee the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with company policy.
Qualifications:
  • College degree required.
  • Minimum of 4-years’ experience in human resources
  • Bilingual in English/Spanish required.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
Other Requirements:

  2. Work productively and meet deadlines timely.
  3. Communicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment.
  4. Work during normal operating hours to organize and complete work within given deadlines. Work overtime and weekends as required.
